2.2.7 slop keymaps problem

There seems to be a problem with the keymaps on the 1.44 2.2.7 slop disks (both
compact and non-compact). Not only do I not get prompted to configure my keyboard
when the install starts (it goes straight to swap space) but if I try to select
qwerty/uk I get

Error loading the keymap i386/qwerty/uk.bmp from /etc/keymaps.tgz
and
loadkmap: not found between elements

and similarly if I pick qwerty/us.

This was not a problem with 2.2.6.

Looking in /etc/keymaps.tgz it appears that the files are called *.bmap rather
than *.bmp. There also doesn't seem to be a copy of loadkmap on the ramdisk.
