That's intentional. netbase now contains the ifup command which uses
/etc/network/interfaces to configure all interfaces. If you set the DHCP
flag for an interface in this file netbase will start a DHCP client -
however it tries to use dhclient from the dhcp-client package instead of
pump.
If netbase is not changed to use pump I can rewrite the netconfig from the
boot floppies to write the DHCP interface to /etc/default/pump instead
of /etc/network/interfaces - but then we would lose the advantage of a
single configuration file for all non-PCMCIA interfaces.
