Bug#54643: These may be the same bug

My report 55400 may simply provide the symptoms, while 54643 provides the
analysis of the cause of the problem.

I'll also mention that last night (c. 0800 Jan 18 GMT) I did an apt update
from the onlinne packages which seemed to cure the broken packages I had
after assembling the base system.  So perhaps more recent changes (more
recent than the 2.2.4 boot-floppies) have caught up with this problem.

Of course, it's possible that the two bug reports refer to two different
bugs!
