Mapscrn utility for boot-floppies.

Hello!

I've send a patch with mapscrn to this list some time ago,
but Matej said that boot-floppies don't need it and the 
support of Russian language can be done with unicode map.
Since that time I asked many people about this, but everybody 
say that there are only two ways to russify Linux console:
(koi8-r font and koi8-r TERM) && (cp866 font and alt2koi screen map
encoder). We (russian debian users) would like to have support
for russian language in boot-floppies. 
Can anybody tell me alternative way?
