You can find the sources from the Incoming mirrors, such as
ftp://llug.sep.bnl.gov/pub/debian/Incoming/ . Look for packages 
like boot-floppies_2.2.1.tar.gz. I have also used anonymous CVS, 
here's an example (from README-CVS):

  # if you are using anonymous (readonly) access:
  export CVSROOT=:pserver:anonymous@cvs.debian.org:/cvs/debian-boot
  cvs login
    # you will be prompted for a password -- just hit 'enter'
[cut]
  After that, all techniques are the same.  Simply check out the sources.
  For the lastest (possibly unstable) version, do:

    cvs co boot-floppies
