  'debiandoc2html -d /usr/lib/sgml/declaration/debiandoc.decl
  release-notes.sgml', etc.  works for me.

  Read the README* files in the archive.  You need to mirror parts of the
  debian archive.  Edit the 'config' file and use 'make check' to check if
  you have all the packages.
