Bug#39012: boot-floppies: is it possible to use the script w/o tex?

the boot-floppies should not depend on tetex. If I want to generate boot
floppies from a minimal system and i dont have tex, it is simply possible to
skip the generation of the docu on the floppies... make it a recommendation
or suggestion and check for the missing program... please
