It is in

$ dpkg -S `which dpkg-parsechangelog`
dpkg-dev: /usr/bin/dpkg-parsechangelog

The 'dpkg-parsechangelog' was missing from /usr/bin/. What caused it go missing, is something I could not figure out. 

 

May be the UDD importer should check the existence of this before using it?

If you think so I'd happily import a patch.

I too think it will be good to check the existence of dpkg-parsechangelog. I will send the patch.
