Well, these are static entry pages for each Blend.  The statistics
graphs are produced by the teammetrics project (some other GSoC project
from 2011).  The GSoC work from this year is not about these things.

Yes.  It is an encoding issue.  I described this in

   https://lists.debian.org/debian-blends/2014/08/msg00050.html

and strangely it does not happen under current Debian stable (so
fortunately blends.debian.org runs nicely).  But on a recent testing
system I did not yet solved the issue.  It also happens for bugs_udd.py
which is intended to replace bugs.py.  I have tracked down the issue on
bugs_udd.py to some maintainer names with non ASCII characters in their
names.

I admit my experiences in Python with language encoding issues is
limited so most probably there are way better solutions than I tried.

If you could get bugs_udd.py working this would be very great help.  The
final goal is to rewrite tasks.py to use UDD exclusively instead of
parsing tasks files.  I have also some other ideas how the tasks pages
could be enhanced even more and this rewrite + enhancement is the topic
of the GSoC project.
