New webwml template for the CDDs

recently, I introduced a new wml template for use within the Debian
webpages. Originally, this was planned as an addition to the Debian-Med
pages, but I quickly realized that this template can be useful to other
CDDs as well. So I modified the source, and the template offers support not
only for Debian-Med, but Debian-Jr and Debian-Lex as well so far. Note that
other CDDs can be easily added, too.
Basically, this template is used for generating lists of software projects
which should be included in the CDD. It is grouped into three sections,
depending on the availability as a Debian package. The template introduces
a new tag for wml which is supposed to make translations remarkably easier,
because it separates the contents and the formatting.
