AFAIR, mpich should build just fine with the gcc 4.0 family of compilers
because the AMD64 group filed at least one bug when it didn't (298700),
which I fixed.

Unfortunately I have no idea about the Portland Group compilers. But
mpif77 is a script, not an ELF executable. So I have no idea why that's
not in there. The problem is probably somewhere much earlier, something
is failing to build so F77/F90 support is being turned off.
