stable-backports are supposed to match the versions in testing,
including being updated in most cases (except “minor version changes
without user visible changes or bugfixes”). The “how” is the person who
created the backport in the first place, as they “are responsible for
this backport from the time on when it was accepted on debian-backports.
This means, you have to keep track of the changes in unstable, update
your backport when a new version enters testing and provide security
updates when needed”.
