The reason it can't be fixed, is that "fixing" it would break current
APTs.
The full bug: https://bugs.debian.org/714726 though it's hard to figure
where we stand and how it's progressing.
However, if I had to throw a guess I'd say it's going to be fixed for
bookwork-backports, hopefully...
