Request to Backport : Powertop v. 2.11-1 from testing

Hello,

A new packet of "powertop" are disponible in version 2.11-1 in bullseye (testing).

It created for solve the problem (ticket) : https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=945245

I have tested this new packet with the 5.4 kernel all work perfectly, the ticket #945245 are solved by this upgrade. 

Please add "powertop v.2.11-1" in Debian 10 Buster Backports repertory for all users with laptop using.
