If you use debhelper-compat = 12 you can get debhelper 12.0, but that’s
also true for unstable. If you use a newer functionality, you must use
both (debhelper-compat (= 12), debhelper (>= 12.9~)) like I did where I
wanted the execute_{before,after}_* targets and/or -Snone.
But, again, this is not backports-specific and also belongs into sid.
