Here is the issue. This dependency means << version 4 but backports has version
4 of ruby-roadie and you probably ran a command where all packages on your
system were updated to the version in backports. You should pin the version
from stable (3.2.2) to prevent the installation of ruby-roadie from backports.

apt-get install -t buster-backports redmine ruby-roadie/stable

or use APT pinning to fix the situation and install only specific packages from
backports.

I'm not sure that this is really a bug. Maybe redmine needs to set versioned
dependencies, which are not open-ended?
