Because `linux-image-5.3.0-0.bpo.2-amd64` wasn't signed yet for secure boot.

You can install `linux-image-5.3.0-0.bpo.2-amd64-unsigned` if you don't care about secure boot.

Once `linux-image-5.3.0-0.bpo.2-amd64` is signed then metapackage would link to it.
