Thanks, that makes sense.

That leaves the other question: is there anything I can do to help
with NEW processing to unblock the git upload?  (I had already
followed your advice so I've been waiting for the updated dgit version
to clear the NEW queue.)

If the blocked upload had been a more urgent update (e.g. a security
fix), is there some other approach I could use?  E.g. should I be
using request tracker to ask for some particular blocking package in
the NEW queue to be prioritized?
