One half of this would need BTS support, the other not necessarily:

Not notifying the normal maintainer on bugs reported against backports 
is something where I don't see a solution without BTS support.

Also notifying the backporter could be implemented by reportbug adding
  X-Debbugs-Cc: debian-backports@lists.debian.org
when the version contains ~bpo
