the workflow is:
- check if the patch is sane, and open a bug report
- check if the bug is solved in unstable/testing
- open a bug against release.debian.org, posting the patch, and asking for an ack from release team
- upload it

Your patch seems to force the old openssl api, correct?
Shouldn't you change this patch

instead?

Please open a bug report with the updated patch, explaining why it is needed, what does it solve
(feel free to cc me on the bug report)
