Source+all is allowed, source-only is not (so jessie-backports mirrors
the behaviour of jessie, AFAIU).

Any package that has to go through NEW, whether in the main archive or
backports, must be binary uploads.

Buildd behaviour should be identical across all archives, so yes (I think).

Jessie and jessie-backports are two entirely different suites, so no,
you cannot binNMU packages in jessie with the expectation that jessie
buildds will install build-deps from jessie-backports.
