it depends on the maintainer. Are the bug serious/important? is jessie already affected?
can you easily ask to backport the two above libraries?
is backporting/maintaining them a security nightmare?

if the bug is something that have always been there, users won't even notice it, at
least they won't see any difference. If it is a regression, maybe try to mitigate
it, or backport the needed libraries.

But it is up to you, and on the severity of the bug.

you need to do something like >= 1.11.3~, that way the backported jquery will be satisfied.
because it is already in backports.
1.11.3+dfsg-4~bpo8+1

this leaves libphp-phpmailer that needs to be backported, maybe you can ask the maintainer
to backport it.
