There's an item at the "Basic Rules" section[1] which says:

"Before uploading please think about how useful the package is for
stable users and if you want to support the package until support for
the distribution you uploaded ends."

Which one can argue that it is not explicit, but is pretty
straightforward to understand that you should not upload a backport if
the answer for the second question is "no".

A note regarding LTS support would be nice, mostly because not all
packages nor architectures are have long term support.
