strongswan 5.2.0-2~bpo70+1 not starting at boot



It seems that strongSwan from wheezy-backports doesn't start when the
system boots up.

I'm not sure exactly how sysv-init or insserv works, but I'm not
finding the expected symlinks.

torbjorn@nigcampaigns:~$ sudo find /etc -iname '*ipsec*'
/etc/ipsec.conf
/etc/systemd/system/ipsec.service
/etc/ipsec.secrets
/etc/ipsec.d
/etc/init.d/ipsec

It seems someone[1] has figured out the fix already, although I'm not
sure if this is Correct Way(TM).
