whatmaps 0.0.6-1~bpo70+1 bugs

Hi,

I noticed a few trivial bugs in the backport.

* Serious: missing dependency on python-pkg-resources

The script uses pkg_resouces but does not depend on the appropriate
package.


* Grave: removing but not purging breaks package installation

/etc/apt/apt.conf.d/50whatmaps_apt's Pre-Install-Pkgs command does not
check whether whatmaps is actually installed, and will therefore prevent
apt from installing any package.


* Minor: the binary is only for root

A friendlier error would be nice to have. But putting it in sbin is
imperative, IMO.
