In a nutshell, pidgin-otr 4.0 doesn't bring any critical improvement
that would be worth pushing into Wheezy (as a security or p-u upload)
IMO, but I can very well understand that some users want e.g. the new
multi-session support.

I'll happily sponsor uploads of such a backport, if someone commits to
prepare and maintain it as long as Wheezy is supported (including the
potential LTS, if this happens).
