About versioning scheme

Furthermore we stopped using the minor component for major releases,
so that we display "Debian 7" and not "Debian 7.0" in places
like /etc/issue.

So it seems entirely appropriate to switch to ~bpo7+<build> now.
It's also wise to do this before Debian 10, otherwise we will have
to use ~bpo100 which is even more weird. :-)

And maybe keep ~bpo70 only when there's a pre-existing ~bpo60 in
squeeze-backports. Then any new upstream version that gets backported
offers a new opportunity to switch to the new versioning scheme.
