Any backport has to be explicitly selected by the admin of the box
concerned before it can be installed, therefore, any package can be
backported (subject to it being worth the effort in opinion of whoever
does the work).

Moving Squeeze to Wheezy entirely via backports is an enormous waste of
effort - it would involve specifying every upgrade individually.

*FAR* easier to just add to the sources list and do the upgrade
properly.

Backports don't operate in the same way as a point release. It's only
point releases which actually change what is in Squeeze.

Just having the backport available does not mean that anyone will
actually install it, even those who are using other backported packages
already.
