The changes file should be signed, and whoever reviews your package
will need the key. Generally you would upload it to the public keyserver
network.

dupload accepts just the .changes file on the command line; it will then
upload all the files referenced in the changes file as well as the
changes file itself.
Note that I suspect your package files, above, are not built correctly.
You should end up with an .orig.tar.gz and a .diff.gz, rather than just
a .tar.gz. Read the new maintainers guide to find out how to fix that.
