I have:
deb http://www.backports.org/debian lenny-backports main contrib
non-free

in my sources.list, and recently installed the bzr package, but noticed I received version 1.5, instead of 1.13, which appears to be the latest
in the backports.org repository:
http://backports.org/debian/pool/main/b/bzr/
What about reading the instructions [1]?:

sudo apt-get -s -t lenny-backports install bzr
....
Inst bzr (1.13.1-1~bpo50+1 Backports.org archive:None/lenny-backports)

Or:

sudo aptitude install bzr/lenny-backports

also works.

Remember you can also use:

apt-cache policy bzr

to find out which various versions of a package you can see, and which will be installed by default.
