Wrong shlibs of procps?

Hello.

I tried to backport a package depending on procps. The build was fine,
but the resulting package was not installable in Etch, because the
dependency on procps could not be fulfilled.

From my inspection, the procps-package is faulty, because the shlibs
file doesn't contain the epoch which causes debhelper to insert the
wrong dependency into the backported package.

libproc 3.2.7 procps (>= 3.2.7), procps (<< 3.2.8)

Package version in Etch is 1:3.2.7-3.

Question: Is my interpretation correct?

Shouldn' procps get fixed in a point release of Etch, because with this
shlibs file, every package build with libproc-dev would have wrong
dependency information in it?
