there is a point, of course ...

someone needs backports for some reason ... why shouldn't they just
upgrade?

Using backports you can improve user's experience and make debian move
trough the release cycle, when needed.

maybe not ... backports are a great service, why should keep them
unofficial?

you *have* to supply new updates into sarge-bpo because there are people
still running sarge. Upgrading some services are a real pita, so people
stick with it as long as they can or they only update in a certain time
frame.
You want to make these people to have security holes, for instance?

Yes, you should encorage them ... not force them. I agree with the
security issues.

about etch's upgrades ... it is very cool for etch to have releases of
some software who has nice new features ... or that was included in
debian but not in etch's time.
This makes etch a better release with more user satisfaction.
