It depends. If this will bring in a lot of additional dependencies that a
significant fraction of the user base won't need, then maybe one should
look into splitting off the extra features into a separate package. Would
this camera support package be useful without a GUI, e.g. on a headless/
embedded system with the images simply being shipped elsewhere? That's
the sort of consideration that might come into play; your mileage may vary.

Isn't that version of GStreamer rather old? It's in jessie (and sid) but not
in stretch nor in buster, so you may want to only --enable-gst-plugin .
Backporters can usually sort out these details by themselves.
