Indeed, I just built Linux 6.10 with CONFIG_RELR=y and binutils
2.42.90.20240720. It booted fine:

Linux version 6.9.10-arm64 (debian-kernel@lists.debian.org) (aarch64-linux-gnu-gcc-13 (Debian 13.3.0-3) 13.3.0, GNU ld (GNU Binutils for Debian) 2.42.90.20240720) #1 SMP Debian 6.9.10-2 (2024-07-22)

MR opened to revert the workaround and close this bug:
