This issue is now fixed upstream. To confirm, I built a new binutils
snapshot from trunk, HEAD pointing at the following commit:
https://sourceware.org/git/gitweb.cgi?p=binutils-gdb.git;h=d21176c014a4696e667b8567df90364939269170

Built a 6.10 kernel with CONFIG_RELR=y and the above mentioned binutils,
confirmed that it boots fine.
