It turns out that problems with usb_modeswitch aren't a Raspbian vs (pukka) Debian issue, or anything to do with kernel version etc.

Instead, it appears that usb_modeswitch_dispatcher requires the modemmanager package, and that this isn't in Raspbian Lite or a minimal Debian intended as a router.
