If there is a initrd which can be used without host, that would be
great. Or if it was provided inside a package.

initrd.gz provided for d-i doesn't work, because it doesn't have a
reasonable support for init=XXXX option (I'd like initrd to mount /
and run the specified init command instead of booting into
debian-installer).
