That turned out to be user error. During my conversation with maks, I
realized that I had the old initramfs-tools from etch installed. I
installed the one from sid and now it works.
FWIW, here are the sizes of the ramdisk with MODULES=dep and =most:
-rw-r--r-- 1 root root 2051869 Mar 25 17:33 foo-dep
-rw-r--r-- 1 root root 3534281 Mar 25 17:31 foo-most
