I'm seeing something similar when using Thiemo Seufer's script [1] to
crossbuild an arm toolchain on amd64. It fails while building gcc-4.1 with:
dh_makeshlibs -plibstdc++6-arm-cross -V 'libstdc++6-arm-cross (>= 4.1.2)' -n

dpkg-shlibdeps: failure: couldn't find library libm.so.6 needed by
debian/libstdc++6-arm-cross/usr/arm-linux-gnu/lib/libstdc++.so.6.0.8 (its RPATH is '').
Note: libraries are not searched in other binary packages that do not have any shlibs or

$ DEBARCH=arm HOSTARCH=amd64 dpkg-buildpackage -us -uc -B -rfakeroot
At the time of the build the following packages are already installed:
ii binutils-arm-linux-gnu 2.18.1~cvs20080103-2
ii libc6-arm-cross 2.7-9
ii libc6-dev-arm-cross 2.7-9
ii libgcc1-arm-cross 1:4.3.0-1
ii linux-libc-dev-arm-cross 2.6.24-4
ii tzdata-arm-cross 2008b-1
As I'm not very (at all rather) experienced with cross-building, please advise
on what to do next or where to file a bug report.
