I'm also no Debian developer, so I cannot your answer but I can offer
one alternative if you have some money left:
The NSLU2 is a network attached storage device which runs Linux and can
be enabled to run even Debian. It has 266 MHz which is enough to
compile software natively or to run GDB. It costs about 80 EUR.

Maybe that's an alternative for you. You cannot even use it as
development machine but also as small server. Mine is now 1 1/2 years
and I wouldn't want to live without it :)
