Linuxrc gets run when booting a ramdisk if it exists.

Make sure you have /dev/console (5,1) and that your linuxrc is
executable - and that it doesn't rely on any dynamic linker.

The relevant code that runs it can be found in init/main.c in the 
kernel source.
