I think I have an answer:

4.0), xlib6g (<< 4.0), xlib6g-dev (<< 4.0), xpm4g, fvwm-common, xcontrib
Provides: libxpm4
In other words, you don't install xpm4g when you have xlibs 4.0.2 installed,
nor, I suppose, xpm4g-dev when you have xlibs-dev.
