I think I have an answer:
# dpkg -s xlibs
Replaces: xlib, xbase (<< 220.127.116.11a-2), xlib6 (<< 18.104.22.168-2), xbase-clients (<<
4.0), xlib6g (<< 4.0), xlib6g-dev (<< 4.0), xpm4g, fvwm-common, xcontrib
In other words, you don't install xpm4g when you have xlibs 4.0.2 installed,
nor, I suppose, xpm4g-dev when you have xlibs-dev.
