Yep, in order to really participate, you'll have to sign up to become
a Debian developer so you can upload stuff.
They need to verify your identity (we want to avoid people who would
plant Trojans). I think it involves sending in a photocopy of your
driver license, and a phone interview. You need a PGP key as well.
