Bug#489957: Why not move /etc/apache2/envvars to /etc/default/apache2 ?

The idea was to be able to run several instances of apache2. 
Then /etc/apache2/envvars would contain per instance settings 
and /etc/default/apache2 would contain global settings.
Unfortunately, the support for several instances was not finished in 
time for lenny, but hopefully it will be in lenny+1.
