Bug#399776: Apache2 slowing down

I have tested this on my "WebMail" server (using PHP5 to connect
to the courier-imap) and this will kill all resources on my system
IF over 20 concurent users try to access the website at once...

"apache2" is heavily slow which is the reason why I was switching
back to "apache 1.3".
