Right, should be fixed for the next upload.  Status quo, 'force-reload'
is equivalent to 'restart', which (correctly) starts the service if it
is not already running.  I changed it to be the same as 'reload', which
does not do this.

I note that most services which do not support 'reload' have this same
issue.  A thing for policy editors to ponder, I guess.

But where does it check whether the service is supposed to run in the current runlevel? I didn't see that check in the script itself.
