Bug#392799: Having the need to have "/proc" mounted in postinst halts installations in chroots, hence in debian-live.

It's actually not supposed to fail installation, just to not start apache until the NO_START switch in /etc/default/apache2 is flipped. This policy won't be changed. Patches for making the netstat not fail will probably be accepted, though.
