pbuilder mounts proc. Seriously, there is no reason not to mount /proc in any and all chroots.
But I think this bug instead of closed should be put on whislist at least, since it is not resolved but just put in a "I do not agree on that" form.
The apache teams prefer not to have wontfix wishlist bugs around, as they're useless and clutter up the bug listing page which is big enough as is.
