Checking the source code (bless the source code) i found out that
libapache2-mod-authz-ldap uses the Satisfy directive to actually apply all the
requirements, instead of adding a new "AuthzLDAPRequireAll yes" entry for that
purpose.

Added Allow from All, added a Satisfy Any, now it works.
